Referee’s Meeting – January 19, 2000
Called to order at 7:15 by President Don Matheson
AMA Report: Jerry Fouts reported:
- We need a 3-year District 36 Membership database in order to process the $15 Introductory AMA memberships.
- Edd Haymond reported that if Committeemen need copies of the membership information they need to contact him for a copy to be "snail-mailed" or need to send him the format they need in they would like it sent electronically.
- The $10 District 36 card for single event use will be called a "One Day Membership" card.
- Jerry Fouts to gather more information regarding the Loretta Lynn Qualifier to be held at Prairie City.
Dirt Track Report: Ralph Lee reported:
- There is nothing going on right now,
- The number plates given at the banquet were awesome. They were donated by Motion Pro and Buffalo Plates.
Enduro Report: Alan Plumbridge reported:
- The Quicksilver National Enduro is the next event.
- Dave Wood, Bill Zacarackis, Alan Plumbridge, Chris Burton and Tom Guidince met to discuss the proposed Qualifier Rules. Meeting minutes will be available, contact Alan.
Cross Country Report: Edd Haymond reported for Chris Sykes:
- There was one event held during the last reporting period, The Prairie City GP, by the Polka Dots MC. Bob Austin was the referee.
- 320 Riders
- 12 Pee Wees
- 6 injuries reported to the AMA
- 76 regular District 36 cards sold
- 3 Family District 36 cards sold
- 3 One Day Memberships sold
- AMA card sold by AMA Rep John Flowers, count unknown.
- A/B results on the web by 1/17/00, C results on web by 1/21/00.
- There were software problems with the Bar Code scoring system so results could not be posted the day of the event.
- There are 2 NATIONALS next month, The Heart On Classic by P&J Promotions on 2/5-6/00 and The Wilseyville National by 2+2 on 2/12-13/00.
Webmaster: Jim Matheson reported:
- Jim has been receiving flyers from clubs WITHOUT steward approval. ALL CLUBS MUST SUBMIT FLYERS TO THE STEWARDS FOR APPOROVAL! This means they must be approved before they are posted on the web or mailed to riders! This is not a new requirement; flyers have required steward approval for quite some time. Many flyers have been sent with incorrect information.
- There have been some complaints about web site problems. Jim is working on debugging the new and improved web site.
- Ed Santin of the Dirt Diggers North MC commented that the web site is awesome.
Membership Report: Barb Haymond reported:
- Barb has developed a sheet for clubs to use when reconciling membership fees. It is meant to help the clubs when sending money and card information to the District.
Banquet: Kevin Yost reported:
- The banquet was held and early indications are that we are in the black as far as the money goes.
- There were issues with the bar that were worked out at the last minute. The company that manned the bar will give the District 20% of the profits after the first $1000.
- Many thanks to Rodney Smith of Team Suzuki for attending the banquet. It was noted that it takes a lot for a rider to tell his team that he will attend a function like this even when they don’t really want him to. He had to leave early to prepare for an event the next day. Thanks for your support Rodney!

- And an extra big Thanks to Kevin Yost for putting on a great event, and to his wife Tina for all her help and for not divorcing Kevin after it was all said and done! The amount of work these two put into making this a success cannot be described.
Rulebook: Don Matheson reported:
- Don has the draft 2000 rulebook. He will be sending it to Jim, Alan and Chris for review prior to posting on the web.
LAO Report: Bill Dart reported:
- State grant program: the comment period for the grant program documents is over. Adding soil and wildlife studies to existing grants is still under discussion. There are still some issues to be worked out; one issue being a requirement that grants would not be issued to sites having more that 40% of business being competition. This could be very harmful to some facilities that have a high number of competitive motocross events and practice sessions. Also the definition of what is considered a competition event. There are meeting scheduled with the Deputy Director of State Parks to discuss grant and other issues.
- Karen Schambach and her crew are considering filing a lawsuit regarding the entire Green Sticker program. This sounds like it is along the same lines as the suit filed against the grant program.
- Paul Spitler of the California Wilderness Coalition was appointed to the OHV commission. That is not good news for us. There are 2 more appointments coming, which could shift the entire balance of the commission. So much for the Governors promise to compromise!
- Dennis Muchado is scheduling a hearing regarding the California OHV program stemming from the obviously "green" propaganda called "OHV’s, In the Money and Out of Control"
- More bad news…Planning and Conservation League is working on another OHV reform bill.
- Hollister Hills Expansion: There is a meeting scheduled for Tuesday 1/25/00 at the hall of 4th street. The City Board of Supervisors would like public input on the expansion.
- District 36 Vice President Cliff Glidden received a copy of the Grant Program document. He reviewed it and found many errors and items that would hurt OHVs.
On the Federal Level: (more bad news)
- The proposed Forest Service Full Cost Recovery plan could effect all events held on Forest Service land. For more information on this plan please see the District 36 web site at ama-d36.org.
- There is a new BLM initiative to develop national OHV regulations. This process is starting now. The Fort Sage area near Susanville had started a process to develop OHV regulations and guidelines but that policy has been deferred to the National initiative. The Forest Service will soon have to do the same thing.
- Many areas considered open areas in Montana, Wyoming, North Dakota and South Dakota might soon be considered limited access areas.
- President Clinton recently named many areas National Monuments, including approximately 1,000,000 acres near the Grand Canyon against the pleas of state and local politicians in Arizona. Clinton also increased the size of the Pinnacles, near Hollister. No NEPA process was needed in accordance with the Antiquities Act of 1910.
- WHAT CAN YOU DO TO HELP?
Contact your Congressmen and let them know what you think about all the recent land grab activities at the Federal level. Also, contact your State Legislators, especially if you live in an urban area and let them know your thoughts on what looks to be the biggest hit to OHV use in years.

New Business
- There is a Husqvarna contingency plan in the works. Jerry Fouts to follow up.
- Moose has agreed to be the title sponsor of this year’s Cross Country and Enduro Series. Possible items from Moose include ribbons and course markings for all clubs (contact Jerry Fouts for information), Year end champions jackets and other goodies for the awards banquet.
- We need to include bike types on race results.
- We need to include a space to note e-mail addresses on new membership applications.
- Additional event packets need to be made, Don Matheson to follow up.
Good of the Body
- Don Matheson to follow up with Don Ivan regarding AMA sanctioning for the North South race.
- Cliff Glidden is still on the mend. Get Well Soon, Cliff.

Board of Directors Meeting
Called to order at approx. 10:45 PM by President Don Matheson
Corrections to minutes: The time that the meeting was called to order was incorrect. The December, 1999 Board of Directors meeting was called to order at approx. 10:30 PM
Treasurer’s Report: Rich Fern reported:
- Rich Fern has officially taken over the duties of Treasurer.
Other Business
- There was a discussion regarding the direction and interaction of the Board of Directors.
- There was discussion regarding issues and happenings at the Banquet. Concerns from 2000 Banquet Chairman Kevin Yost were heard.
- A motion for Don Matheson to contact Chris Sykes to discuss the Board’s concerns regarding a Cross Country Committeeman and to collect $35 for that committeeman’s dinner at the banquet was passed.
- A motion was passed that, excluding the developing Qualifier Rules; the next Rules Committee meeting will be in June.
- The bar code problems were discussed. There are "bugs" with the scoring software. We are trying to resolve them, but clubs may be required to manually score their events. It is important to note that clubs have the option to use the bar code scoring system.
- Series names for the Enduro and Cross Country series were decided. They will be: Moose Northern California Championship Enduro Series and Moose Western Region Cross Country Championship Series.
- Regarding what we want from the AMA, we wish to ask that the AMA pay the entire share of all the AMA Districts in CORVA and that they hire a lawyer to assist in the opposition to multiple land grab initiatives.
Old Business
- Insurance companies are not responding to Dave Wood’s inquiries. There is still coverage, although it is through a non-admitted company.
- BOD agenda items are to be sent to Don Matheson.

ATTENTION CLUBS AND PROMOTERS
IMPORTANT INFORMATION ABOUT THE CROSS COUNTRY BAR CODE SCORING SYSTEM!
Recent problems with the Bar Code scoring software may make it necessary to manually score events. Data from the scanners may still be available, but results may not be available from the software. Clubs considering using the Bar Code scoring system should follow up with Chris Sykes ( pcdc1@prodigy.net)
Does someone in your club have access to the internet? The District 36 web site (ama-d36.org) contains very useful information, from event schedules and results and rider standings and profiles to the latest LAO news. Clubs are encouraged to share some of this important and informative information with members that do not have internet access. New additions include a whole new look and an interact section with a message board and easy ways for you to get your thoughts and opinions to District officials. As you know, this is YOUR district. Let us know what you like and what you do not.
All clubs are encouraged to send delegates to the monthly District 36 business meetings. Hear what the current issues are, voice your clubs opinions, and be involved in our efforts to continuously improve off road racing in District 36. Remember clubs have up to two votes on most issues discussed during the Referee’s Meetings. Also, Legislative Action Officer Bill Dart gives a monthly summary on current legislative issues. Find out what you and your clubs can do to help!
