Referee’s Meeting – February 16, 2000

Called to order at 7:15 by President Don Matheson

Corrections to past minutes: Kevin Yost wants to thank Mike Carlo for his help at the banquet, it was omitted from last months minutes.

Webmaster Report: Jim Matheson reported:

  • Discussed placing ads on the web site and possible conflicts with other web sites and publications.
  • Discussed several comments received from subscribers to the D36 e-mail list regarding an e-mail sent that was seen as an advertisement.
  • Not many Cross Country flyers have been sent to Jim to be posted. Only one was posted, the SCSCA flyer for the Rimbender.
  • Discussed the importance of the having bike manufacturers listed on the Results that are placed on the web site. Cross Country Steward Chris Sykes reported that they are working on getting this accomplished.
  • Discussed the criteria for posting information on the web. This was referred to the Board of Directors.
  • Jerry Fouts heard from Moose that they like the look of the web site.

Cross Country Report: Chris Sykes reported:

There were two events held in the last reporting period:

  • Heart On Classic National Hare Scrambles, Hollister Hills SVRA.
    P&J Promotions – Matt Rohr, referee
    There were 2 races held on Saturday 2/5/00, Seniors, Super Seniors, Gents and the C Race. The A/B Race was held on Sunday 2/6/00. There were a total of 505 riders and 35 Pee Wee Riders.
  • Wilseyville National, Shaad Ranch, Wilseyville, CA
    2+2 Racing – Doug Rose, referee
    Two races were scheduled for Saturday but had to be combined into one race due to poor track conditions, snow. The A and B Seniors, Super Senior and Gents joined the C race on Saturday. The rest of the As and Bs raced Sunday and it was MUDDY. There were a total of approx. 330 riders. There was a protest in the A/B race because 5 AA and 1 A rider rode through a ribbon on the first lap cutting a significant amount of time off the first lap. Those riders were docked 1 lap. The AMA then stepped in and docked Shane Watts an additional lap for apparently taking that line on another lap.
    George Hendrix thanked Chris Sykes, Edd and Barb Haymond and Mike Carlo for their help with the event.
  • One of the scanners has a bit of water damage after the Wilseyville National. The repair costs are about $200

Enduro Report: Alan Plumbridge reported:

There were no events held during this reporting period.

  • The Quicksilver National is the next event.
  • The Fool’s Gold was scheduled to be a qualifier, but the club has decided to hold an Enduro instead.
  • The Redding Dirt Riders will be changing the date of the Buckhorn.
  • The development of Qualifier rules is still in process.
  • The clocks are still in good shape. They all have fresh batteries, Thanks to Scott McClellen.
  • CLUBS ARE REMINDED NOT TO OPEN THE CLOCKS!

Dirt Track Report: Ralph Lee reported:

There were no events held during this reporting period.

  • The first event will be held at Club Moto on 3/11/00. Ralph will not be able to attend. Rich Fern and Dave Pickett will attend in his place. Other officials are encouraged to attend.
  • DuMonde Tech is a potential sponsor of the DT/ST Series.

Membership Report: Barb Haymond reported:

  • A 3-year membership database will be available for Stewards and Board Members.
  • Barb reported that 64 new memberships and 28 One-Day Memberships were sold at Hollister. 87 Introductory AMA memberships were sold.
  • Clubs are encouraged to market the $15 Introductory AMA Memberships.
  • Barb is supplying the clubs with a "help sheets" for sending in fees. The event packets need to be updated.
  • We need to order membership books with changes and additions.

Sanctioning Report: Acting Steward Don Matheson reported:

  • The Buckhorn Enduro will now be October 8
  • Jerry refereed a club to the AMA for help with negotiations with a facility.
  • Discussed changes to the calendar. Kevin Yost will reprint the calendars.

LAO Report: Bill Dart reported:

  • There was a County Supervisors meeting in Hollister to discuss the draft EIS for the Hollister Hills SVRA expansion. OHV supporters outnumbered opponents 10:1. Park officials will have to satisfy the County supervisors. Bill expects that there will have to be further expansion of proposed buffer zones.
  • Regarding Mammoth Bar, all the opponents showed up at a recent meeting regarding the expansion of the park. The Greens want to see the MX track shut down because of its location next to the river. The property is actually owned by the Bureau of Reclamation who will start the NEPA process for expansion.
  • The 3rd draft of the procedures for the state Grant Program was released. Again there are new interpretations of existing policies. Currently funding programs to control illegal riding areas is not allowed. A new interpretation would allow fund to be sent to city or county agencies to patrol or restore illegal riding areas.
  • There was a new OHV commission appointee, Judith Anderson, of the Sierra Club. (SCARRY!) There is also a 4th seat to be filled. We could see a commission whose majority would love to see our access limited or eliminated,. Letters of protest should be sent to Gov. Gray Davis and the Director of State Parks, Rusty Areias.
  • The Planning and Conservation league is threatening a suit to make the state re-evaluate the entire OHV Program.
  • President Clinton is proposing an approx. 400,000-acre Sequoia National Forest expansion.
  • The Sierra Nevada Conservation Framework may be out by April 1, 2000.
  • The new West Mojave plan proposal will result in an approx. 80% route closure.

Rulebook: Don Matheson reported:

  • Rulebook committee meeting will be this summer, date TBD.
  • Discussed the tiebreaker graphics for the rulebook.

Old Business

  • Two enduro riders did not received jackets at the banquet. Kevin to see if they are in his things from the banquet.
  • Michelle Lee is working on a proposal to take over Track and Trail. The current issue was ~90% complete, but much of the information is old. The issue may not be sent.
  • Don Matheson contacted Don Ivan. He would like to run a similar event as 1999, where he subsidizes cards. He will probably be meeting with the District to discuss the particulars.

New Business

  • Jerry Fouts discussed the importance of the Nation Motorcycle Patrol. They are in need of volunteers and donations. Clubs are encouraged to help these folks out. Jerry Fouts volunteered to be the D36 point of contact to help get donations and information to them. They really need our help. They work many of our events and serve a very important purpose at the events.
  • CLUBS… Just a reminder, if results are not posted the day of the event, you are required to MAIL them to the entrants. Posting on the web site alone is not sufficient. Not everyone has Internet access. This requirement is per the rulebook.
  • Webmaster Jim Matheson is looking for a volunteer to help investigate possible ads and articles for the web site. You don’t need a lot of Internet or web site experience, just the willingness to help out.

Good of the Body

  • It was mentioned that District officials should wear their blue coats when they attend events. That way folks see the District support at the events.
  • Cliff Glidden is still getting well, ahead of his Doctor’s expectations.

Board of Directors Meeting

Called to order at approx. 10:45 PM by President Don Matheson

Treasurer’s Report: Rich Fern reported:

  • Treasurer’s report was given.
  • Reviewed Jill Patterson’s cost analysis for event coverage. Discussed ideas for cost savings. A motion to pay a flat rate for event coverage passed 5-1.

Old Business

  • Discussed obtaining the ability to process credit cards through our bank. Rich Fern will research and report.
  • Don Matheson contacted Chris Sykes regarding a committeeman’s banquet dinner/admittance fee. It was noted that the committeeman did not have dinner. Dave Pickett volunteered to cover the cost ($35).

New Business

  • Discussed D36 database distribution – Stewards, the President and Jerry Fouts will get a full copy monthly. 2 or 3 without addresses will be printed for use at events.
  • A motion to support the Friends of OHV reception, at a cost of $500, was passed 7-0
  • ORVLC is again asking us to join this year. A motion to join the ORVLC at a cost of $3500 died due to a lack of a second. The Board of Directors has doubts about the ORVLC lobbyist. The Board would consider joining if there were a different lobbyist.
  • Discussed the Timekeepers MC’s "no cards" Family Enduro the day before the Wild Boar. Eddie Diaz of the Richmond Ramblers discussed his clubs concerns. Don Matheson, representing the Timekeepers, said the idea of having a "no cards" event is to see if there is increased ridership. It was noted that TMC will pay the $3 per rider LAO fee and will be selling AMA and District 36 cards. The discussion began because the Wild Piglet flyer was posted on the web site.
  • A motion to instruct TMC to add D36 and the AMA as additional insured on the Wild Piglet policy passed 5-1 (Wood abstained)
  • The need to develop guidelines for posting on the web was discussed.
  • Discussed the President’s authority to accept a Board members resignation, etc.
