Quicksilver on 2-20-00

The Salinas Ramblers event was held at Clear Creek with approx. 246 entrants. Weather conditions deteriorated as the day went on resulting in only 24 riders completing the 15-check course, all of which were A riders. The club worked very closely with myself and many riders in resolving scoring issues due to soaked score cards and problems reading the same. Thank you.

There was 1 rider, Greg Ruffoni, who spent the night on the course. As reported by Greg, he had stopped on the course as darkness started to fall waiting for sweep riders feeling that proceeding was not an option. After it had gotten dark and no sweep riders had come along he assembled some protection from the weather and settled in for the night. At approximately 7am the next morning after being up and walking down the trail a ways he was found and then flown out by chopper back to the staging area. He had some numbness in his hands but as of last Wed. this was almost completely gone. His brother Kevin wished to thank all that stayed to help and those who came back down the next morning to assist in the search.

I would like to thank Dave Wood for standing in for me at the event and John Davis for getting all the "supplies" to the club early Sat and for his help with assisting the motorcycle patrol along with his normal duties. Also, thank you Jill for the continued coverage for Cycle News and putting up with the adverse weather conditions at the events.

There were 8 out of state permits sold.

Next event is the Wild Boar

Due to the amount of rain and snow received in the 5 days prior to the original date this event has been postponed as requested by the BLM, The new date is 4-2-00

Dirt Track: Ralph Lee reported:

LAO Report: Bill Dart reported

  • Fouts Springs meeting / issues: The boys camp plan has just been released. They just bought 160 acres. There is no real short term problem, but there may be long term issues.
  • There is currently a study on spotted owls in the Mendocino National Forest.
  • The OHV Division regulations may be finalized soon. The deadline for processing grants in near. Funds will be spent on enforcing illegal riding areas. There was discussion about OHV Commission training sheriffs how to target illegal riding areas.
  • There is a new lawsuit against the Department of Parks and Recreation / Mammoth Bar SVRA filed by the Sierra Club and Friends of the River. It is based on not following new soil mandates.
  • Tahoe National Forest is being asked to supply records from 1993-1998. The information is being requested by a group that may plan to file suit to eliminate OHV use for failing to comply with new state standards. The goal is to stop state funding of federal lands/projects.
  • On the Federal front:
    • Sierra Nevada Conservation Framework – Alt. 8 as preferred plan is to be proposed.
    • We will need a major campaign to respond to this most restrictive proposal
    • The Roadless Draft is expected in the next month
    • Roads policy to be released defining what will be considered a road. Forests are to come up with "minimal road use needed" plans.
    • We need to push the Forest Service to ASK for money to maintain existing roads.
    • NEVADA – Black Rock Conservation Area. The statement "70% of Nevada supports it" is not considered accurate.
    • Sequoia National Forest – Clinton’s "fruity" proposal may cause the closure of more riding acreage there.
    • Sacramento OHV Retreat – discussed many So. Cal. Issues/ A variety of environmentalists and non- environmentalists attended. The retreat was not very productive in creating strategies or action plans.
    • CORVA will join us with some legal actions. Efforts are being made to unify statewide groups.

Rich is still working on processing credit cards.

The issue with missing Enduro jackets from the banquet were resolved.

Having 4 or 5 folks that man the scanners at all races may help with consistency.
