Committee Reports:

Cross Country - Steward Chris Sykes reported:

There were no races during the last reporting period.

The race scheduled for 9/10/00 at the Reno-Fernley Raceway has been cancelled. Also, a reminder that there will not be a race in November at Wilseyville, as on the original schedule.

The next race will be the Prime Time HS on 10/01/00 at Metcalf Park in San Jose, CA. It is likely that the B and C Spring Series class winners will be presented with their trophies at this race. Details are still being worked out.

Michelle Lee has confirmed that she will provide Cycle News coverage at all of the remaining races in the series this fall – except the ‘49er Qualifier, which will be covered by Jill Patterson.

There was discussion about the progress of getting the Virginia City GP results posted to the website. Discussion about how to combine the results of both days’ races to determine an overall winner was postponed until the board meeting.

Tom Willis, a D37 rider, was present to file an appeal with the board over the outcome of last month’s protest results of the VCGP.

Enduro - Committee Member John Davis reported for Steward Alan Plumbridge:

There were no races during the last reporting period.

The Training Wheels Family Enduro scheduled for 11/05/00 at Forest Hill, CA has been cancelled by the hosting club, CERA. No other details are known.

Dirt Track - Steward Ralph Lee reported:

The race season is going well.

Tom Booth, a well-known Vintage rider, passed away at his home in Montana. Condolences to his family.

The Western Region Amateur National’s for 2001 and 2002 will be held in our district. The AMA prefers the same programmers, referees and checkers to officiate at all events during the nationals. Discussion on this topic was postponed until the board meeting.

URGENT: Clubs and individuals are needed to volunteer their help to make these events a huge success. Contact Ralph ASAP.

A possible rule change may soon be proposed for Formula 100’s in reference to the rear wheel size.

A controversial situation occurred at one of July 15th’s races in Lodi regarding the "Tear Down the Top Three" procedure that took place after the race. Bobby and Christine Caldeira were present to get clarification on some rules and to talk about what happened.

Competition Committee Meeting - Called to order to discuss the race at Lodi on July 15th:

Rules for Stock classes relating to air boxes, spark arrestors and restrictors were clarified.

No modifications to air boxes or spark arrestors are allowed.

Restrictors can be removed. (Determined partially due to the owner manuals of some bikes stating that after a rider is familiar with the bike, its restrictor can or should be removed.)

The D36 and AMA rules (not racetrack handouts) are to be followed and enforced.

When a "Tear Down the Top Three" race is held, only the three winning bikes are to be torn down.

The bikes are to be immediately placed in a proper impound area.

Only the appropriate officials are allowed to touch any of the impounded bikes.

Only the appropriate officials are allowed to conduct the "tear down."

The actions of a district committeeman and another parent of a racer were uncalled for.

The committeeman has been suspended until he appears at the next district meeting to explain his actions.

The parent is also required to attend the next district meeting to explain his actions.

The district apologized to the Caldeir’s for any embarrassment or inconvenience caused them by the actions of its committee member.

Motocross - Jerry Fouts reported:

There is an opening for a Loretta Lynn Qualifier in the western region. If a club wants to inquire about hosting one, please contact Jerry Fouts.

There was discussion about the progress in the motocross program.

Banquet - Chairman Kevin Yost reported:

Progress is going well for the 2000 Awards Banquet, which will be held on January 20, 2001. The hall is reserved and catering arrangements have been made. Possible attendance numbers are being estimated.

The awards will be presented in the following order: 1. Dirt Track 2. Enduro 3. Cross Country.

There was discussion about what style (background colors) the plates on the plaques should be given for this year’s awards.

Legislative Action Office - Bill Dart reported:

Good News!

Knoxville: The proposed plan to limit rebuilding and other modifications has been dropped. They will be staying on track with rebuilding.

Mammoth Bar: Negotiations have progressed. The limited operation schedule that was targeted at dirt bike activity only now applies to all activities in the study area (rafting included). All activities will be measured by the same criteria during the study. The study will be done by an independent agency and the study period is indefinite, but has the intent of being finished in 18 months.

The limited use schedule for activities will be - three days a week are allowed during the warm half of the year and four days a week are allowed during the cool half of the year.

Other News:

The OHV Commission’s July-September meetings have been cancelled. The October meeting may be the one that determines the grant approvals.

Terry Cook of the AMA will be giving a seminar about how to get involved with political campaigns. Watch for details and notice about the date. It is very important that everyone who can gets involved with the political campaigns that have the biggest impact on us.

Watch the district website for the upcoming posting about the Sierra Nevada Framework.

Watch for upcoming information on the Tahoe National Forest’s "Adopt a Trail" program. This is something that would be great for clubs to do.

Old Business

John Hartvickson clarified some items about his proposal for lifetime district cards.

A motion was made to establish the yearly Jim Hutzler award. Discussion was held about how to pattern the award after AMA’s Dude Perkins award and Sportsman of the Year awards. A committee was created to determine the criteria for the award. John Hartvickson will head the committee and Jerry Fouts and Dave Pickett volunteered to be part of the committee.

The need for "Talking Points" or "Focus Points" being made available to district members so they can be informed on various topics was discussed. Members are urged to utilize radio talk shows and other public forums to have our views presented.

Michelle Lee will not be taking over Track and Trail. However, Bill Dart will be getting the next issue ready soon. The target deadline for submitting material to Bill is August 1st and the goal is to have everything ready to go to press by September 1st. PLEASE – get all articles, information, etc. to Bill ASAP.

The need still exists to find someone who is willing and able to take over Track and Trail. Please contact Bill Dart if you or anyone you know may be able to do so.

New Business None

Good of the Body

"We Need You" – Now is the time to contribute your knowledge and skills to help us make our district strong! D36 has two positions that need to be filled ASAP. We need a Rules Chairman and a Secretary. Please contact any of our current D36 officials or committee members for more information on how to volunteer!

Dave Wood noted his appreciation for the special efforts that Western States’ referee Michelle Danson made in getting his award to him.

A volunteer committee will meet to review and finalize the revisions and additions for the next rulebook to get it ready for printing. Dave Wood will head the committee of Ed Diaz, Randy Patterson, John Davis and Ralph Lee. They will meet on August 12th in Lodi to accomplish the task. The committee is doing this since there is currently no Rules Committee Chairman.

Comments have come from non-D36 persons about how well our riders represent our district, often by the types of quotes and comments they make that get printed in Cycle News. Specifically referred to was Craig Wesner’s victory dedication to Jim Hutzler at the end of the Little Polecat Enduro story.

Jon King and Dave Wood have recently utilized the Riders Support Program. They have each named the district LAO as the recipient of the $150 benefit from the program.

Old Business

Jerry Fouts reported that it would be about $1500 for the three AMA representatives to go to congress. There was a motion made to allocate the money up to $1500 for this. The motion was seconded and passed.

New Business

Ralph Lee asked if the district would help with financial support for the workers for the AMA Amateur Nationals. After discussion, there was no motion made.

The appeal by Tom Willis was denied. No new evidence was presented. The rider did not dispute some of the points that Western States made.
