Referee’s Meeting – August 16, 2000

Committee Reports:

 

Cross Country  -  Steward Chris Sykes reported:

 

There were no races during the last reporting period.

 

The next event will be the Prime Time HS on October 1st at Metcalf Park in San Jose, CA. 

 

The decision on how to determine the Virginia City GP points will be settled later in the Competition Committee meeting. 

 

Enduro  -  Steward Alan Plumbridge reported:

 

There were no races during the last reporting period.

 

The Buckhorn Enduro, originally scheduled for October 15th, has been changed to November 25th.  A conflict with the Whiskeytown 150 Dual Sport, also scheduled in the same area on October 15th, is the reason for the change.  Please make a note of the correct date for the event.

 

Dirt Track  -  Steward Ralph Lee reported:

 

The race in Lodi on August 12th provided some intense racing during the six heats that advanced winners to the main race for the $1,500 first place prize.  Four injuries occurred – a broken arm, a broken foot, a possible broken collarbone and a scraped up rider.  Only one rider utilized the track transport to a medical facility.

 

As a result of the discussion about the rules pertaining to the stock class at last month’s meeting – Dave Pickett and John Davis went to a race at Stockton to inspect the Pee Wee Stock Class’s air boxes and spark arrestors.  It was found that about 40% of the bikes were in violation of the rules (not stock).  A follow up inspection is coming soon. 

 

The parent involved in the “Tear Down the Top Three” incident at Lodi on July 15th met with committee members on August 12th.  They discussed what happened and the rules were clarified.  The importance of following the rulebook was emphasized.

 

Another parent complaint about a competitor riding the same bike in two classes has been received.  The bike was stock and was entered in both the stock and modified classes.  Ralph will make sure the rider and his parents, who are new to the district, are aware of the rules.

 

 


Old Business

 

Dave Wood reported on the rules committee meeting that took place at Lodi on August 12th:

The rulebook was checked for any duplications or errors.  Some of the newer rules that were missing were reinserted.  The updated and correct version of the rulebook is now available and downloadable on the D36 website.

 

There are still several clubs that have not paid their B/C Series fees to the district.  The treasurer will be asked for an update on the status of this at the next meeting.  The clubs that have not paid will be held accountable for any fees due.

 

Ralph Lee asked for volunteers or a club to look in to seeing if the half-mile track at Calistoga is available for the AMA Amateur Nationals in 2001.  Jamie Williams will follow up on this.

 

There was discussion about the correct procedure to follow for getting results to participants after a race.  Many clubs have been getting away with only posting their race results on the D36 website and not mailing written results to participants.  This is not in accordance with our rulebook. 

For Cross Country events, rule 11.11 is to be followed – “Results must be prepared and sent to all entrants within 14 days of the event, if results cannot be posted within 1 ˝ hours after the completion of the event. . .”

For Enduro events, rule 12.11.1 is to be followed – “Results must be prepared and sent to all riders within one month of the event. . .”

 

There was also discussion about protest periods and the correct timeline for filing a protest.  Protests, protest periods and the proper procedure to follow are specified in section nine (9) of the D36 rulebook.

 

IMPORTANT:            The rulebook is to be followed, no exceptions. 

 

Per our D36 rulebook    “All Clubs, Promoters, Riders, Referees and District 36 Officials are presumed to

  be fully acquainted with this book and to obey and enforce the rules herein.”

 

New Business             

 

Chris Sykes mentioned that there may be some proposed rule changes introduced soon that will address Cross Country’s electronic scoring system and the ways in which the A, B and C classes can/cannot be combined.

 

Good of the Body

 

Guest Richard Van Dyke was introduced by Dave Wood.  Richard is involved with organizing a trail ride (“Spodefest”) in Northern California that will coincide with another one in the mid-west.  The informal rides are being organized as a response to requests posted in several Internet newsgroups by riders all over the United States.  The ride will take place October 14th-15th in the Elkins Flat area. 

 

The Richmond Ramblers will be putting on a Hillclimb on September 24th at Carnegie SVRA.  The event is a benefit for the Legislative Action Office.

 

Dave Wood, on behalf of Jon King and Big Valley Mortgage Co., presented a $150 check to the LAO.  The donation was made possible by the Riders Support Program, which is sponsored by Big Valley Mortgage.  If a D36 member refers someone who arranges a loan through Big Valley Mortgage, they can name a recipient to receive the $150 Riders Support.  At the 2000 D36 Awards Banquet, all recipients and donors will be entered into a drawing for a $500 prize.

 

Alan Plumbridge mentioned that he has received several emails indicating that approximately 10 riders from Utah are planning to come ride some of our fall enduros.  This is mostly due to our website and partially due to newsgroups and word of mouth about our quality enduros. 

 

Jamie Williams reported that North Bay MC received a letter from the new owners of the logging land near Navarro.  The club has been invited to layout and present a course to the owners for approval to hold an event there.  The event may possibly be a GP or HS.  Hopes are that this will allow the Sawmill Enduro to return to the Navarro area.

 

There is a possibility that about 100 feet of “deforestation” will occur along some roads in the Stonyford OHV area.  This could mean that the majority of trails 20 and 22 could be eliminated.  Reportedly, the Stonyford Ranger District is not urging the clearing that is meant to expand the “fire prevention zone.”  Bill Dart will be asked if he is aware of the situation and to keep us up to date about it.

 

Alan Plumbridge mentioned the email Jim Matheson sent out with a web address to an article in the Environmental News Network featuring Karen Schambach (FAWN) and her usual one-sided nonsense against OHV’s.  The interesting part about this article was the poll it included, which asked if OHV’s should be allowed on public lands.  After Alan voted, the results came back 85% yes and 15% no.  Dave Wood added that there is another poll asking if there should be more “wilderness.”  The current results indicate that about 75% of the voters are against expanding “wilderness.”

  

Competition Committee Meeting  -  Called to order at 8:00 p.m.

 

Tear down rules relating to Dirt Track events were discussed. 

The event referee, race officials and D36 committee members are to follow the D36 rulebook. 

If there are engine protests or tear down refusals, the appropriate fees for such will be charged.  All race referees will be instructed how to correctly conduct any tear down’s, engine protests or tear down refusals.

The committee member involved in the incident at Lodi on July 15th explained the confusion surrounding the “Tear Down the Top Three” race and his actions.

If a district official’s family member is competing in a race, that official may not act in an official manner relating to any aspect of that race.

 

Everyone is reminded of the following rule:

“RIDERS WILL BE HELD RESPONSIBLE FOR THE CONDUCT OF THE FOLLOWING: PARENTS, GUARDIANS, GUESTS, FAMILIES, PIT CREWS AND PETS OF THE ABOVE.”

 

How to assign points for the Virginia City GP was decided.

Rank Points – In accordance with the rulebook, all riders who entered are eligible to receive championship points.  The Sunday race was the primary race and the Saturday race was the secondary race.

Championship Points – Will be awarded separately; the A Sportsmen who rode Saturday will receive first place points (30) on down and the A Sportsmen who rode Sunday will receive first place points (30) on down.  (For riders who rode both days, only the points from the best finish will be given.)

Class Points – Will be awarded according to the rulebook.

 

The Rules Committee was discussed.  The correct format as to when the committee meets, how rule changes and new rules are to be proposed and when they get presented to the District was clarified. 

The duties of the Rules Committee Chairman were explained.  Randy Patterson volunteered (and was approved) to be the new Rules Committee Chair.

            Any D36 member can propose a rule change or a new rule.

The proposal is to be submitted in writing to the Rules Committee Chairman. 

The rule number and the verbiage of the existing rule are to accompany the verbiage of a proposed rule change.  An explanation for the change should be included.

A new rule proposal should include the verbiage and location (rule number) of where it should go in the rulebook.  An explanation for the rule should be included.

The Rules Chair will forward copies of all proposals to the Stewards and Committee Members and notify them of when the next Rules Committee meeting will take place.

Submitters of rule changes and new rules will be invited to attend the meeting. 

The Rules Chair will present the proposed rules and the Committee’s recommendations to the District for voting at the next scheduled meeting.

All proposed changes or new rules must be in accordance with the entire rulebook.

Board of Directors Meeting

Treasurer’s Report

 

Ed Diaz gave a brief treasurer’s report on behalf of Rich Fern.

 

Old Business

 

The Cross Country scoring for Virginia City was settled.  There were several riders who managed to ride the event without current AMA or D36 cards.  This will be checked and those riders will not be awarded any points.

 

There are several clubs that have not sent in the fees or forms from their event to the acting Director of Competition.

 

Getting clubs to pay better attention to the status of riders’ AMA and D36 cards was discussed.  Clubs are required to check all cards to make sure they are current before a rider can enter an event.  Too many riders with expired cards or no cards at all are getting through the sign-up lines at events.  Clubs will be held responsible for fees or fines when they allow riders to enter an event without current cards.

 

New Business

 

The motion to accept Stephanie Nethers’ letter of resignation as Secretary and Board Member carried

4-0.  A big thanks is extended to Stephanie for all the service and hard work she contributed to the district.

 

Scott Reynolds accepted the nomination to fill the vacant BOD position.  Scott was elected by a vote of

4-0.

 

Arrangements will be made to acquire another 75-80 bound copies of the current rulebook.

 

Good of the Body

 

Nominations are now open for the 2001 Board of Directors.  Nominations will be accepted in September and October and voting will take place at the Sanctioning Meeting in November.

 

A reminder to all clubs and committee members – attendance at the Sanctioning Meeting is mandatory.
