Just a reminder: The annual Sanctioning Meeting is approaching. It is mandatory that all clubs send 2 representatives to attend. The meeting will be held on November 11th, 2000 at the Best Western Stockton Inn, 4219 E. Waterloo Rd., Stockton. The meeting begins at 10:00 a.m.

Committee Reports:
Cross Country - Steward Chris Sykes reported:
- Prime Time #12 in the series held at Metcalf, CA on Sunday Oct. 1st by the Time Keepers. Referee was John Davis. It was a good race, total of 257 riders. 56 A riders, 59 B, and 142 C riders. Sold 55 district cards, 10 One-days for a total of 66, and 23 AMA cards. A,B, and C riders all rode the same course. The course was complicated but fun. Well watered over the motorcross section and very dusty out on the trails. The scoring used was Terry Petterson’s for the A’s and B’s. Terry is putting together a scoring system that is "user friendly" and a lot easier to use and deal with when making changes throughout the race. This was the first try-out for his scoring computer system. The A’s and B’s came out fairly good. There were some hiccups and bumps that occurred. The C’s didn’t run the new system, we found the fault in the system and the C’s went back to a check point scoring system. The system should be completely ready by the next event. Great job Terry Petterson for the new system! One protest in the C’s reported to have cut course but could not be backed up by lap times or the person who said they saw him. One A rider protest for out side assistance, which will be voted on tonight.
- The Outlaw #13 in the series held at Cow Mountain, Ukiah, CA on Sunday Oct. 8th by SCSCA. The referee was Chris Sykes. 42 A riders, 43 B, and 82 C’s for a total of 167 riders. Sold 20 district cards, 1 One-day card for a total of 21, 16 AMA cards, 13 intros for a total of 29. The race started for the C’s at 9:30, A’s and B’s at 1pm. 20 Mile laps. The course was fairly open and fast. Some side-hills and single track but not much. Extreme dust was the main problem. The weather was a little cooler. The C’s results were out in about 30 minutes. Scoring went very smoothly for them. A’s and B’s took about 50 minutes. No one taken in the ambulance but some injuries due to dusty conditions and riding off the trail. Craig Wesner and Damien Galford worked exceptionally hard both days on this event. Thanks to both of them for a job well done!
- The next event is Donner Ski Ranch on Oct. 22nd. That will be #14 in the series.
Enduro - Sterward Alan Plumbridge reported:
- No activity to report this past month.
- 1st event of the fall series will be the Jackhammer on Oct. 22nd held at Stoneyford, CA.
- The 49er has been canceled for the weekend of Oct. 29th. Bill Buffington reports that the forest service has refused to issue the permit. The club is being accused of opening trials 30 days prior to the event. This has surprised the club since most clubs usually have course changes right up ‘til the race day. This seems to be a one year suspension and the club is welcome to come back next year.
- The updated scoring system has been received from Scott McClelland. Some other clubs are also interested in seeing it for their events. Any other clubs interested in seeing it can contact Alan Plumbridge for more information. This 2nd version is only ready to be viewed and not used for scoring yet.
- If there are any other clubs out there that are not currently running an enduro event but are interested, we would like to see a couple more on the schedule for next year. We need your participation! Come to the Sanctioning meeting in November!
Dirt Track - Steward Ralph Lee reported:
- Races have been held every weekend.
- The noise problem at Lodi seems to have been corrected. They are starting about 1 ½ hrs earlier and finishing by 10 p.m. The sheriff has not been out since.
- In regards to the Champion Points decision made by the board last month a bunch of the riders were not happy with the change mid-season in the series. There will be a protest tonight on last months ruling.
- Nationals for the next 2 years: It would be nice to have a ½ mile but doesn’t look like we’ll get one. It will be between Lodi and Stockton. If someone will come up with a ½ mile, we’ll fit it in. The plan between the clubs is this is a 2 year project for 2001 and 2002. The concerns coming out of Stockton club is if Lodi runs two events Stockton than runs one and if there are any profits will Lodi get 2/3's and Stockton get 1/3. That will not happen. The idea is to take whatever funds are there, and there are 7 or 8 premier classes, and try and give these class winners $1000-$1500 expense money to go to Indianapolis. Whatever money that is put into that pot will go into one pot. All expenses come out of the pot and anything left after paying these guys expense money rolls over for 2002.
Hill Climb:- Eddie Diaz Reports:
- Richmond Ramblers held their first Annual district hill climb at Carnegie on September 24th. Out of 70 riders they sold 51 day cards, 27 AMA cards, and 14 specials. The AMA rep John Flowers came to the event to sell cards. The event was a success and brought out a lot of new riders to the district.
LAO:- Bill Dart Reported:
- The States Grant Program is forcing agencies to do a condition rating for every area that has green sticker dollars. This is currently going on at Clear Creek and Rock Creek. Clear Creek doesn’t currently meet the standards leaving them to close the park or stop taking state dollars. The grants program is in a major turmoil right now. They have received all the grants at the end of September. The first Grant meeting is October 31. There are almost double the amount of applications as there are dollars available. In mid November the Commission will decide on how the Grants will be distributed.
- There is a new State BLM Director, Mike Pool from Colorado.
- Knoxville: there is a hearing next Thursday with the Napa County Supervisors. BLM has decided to go back to their original plan of building new trails and finishing dead ends so now the County wants to have a hearing about it.
- In southern California the BLM of Imperial County is being sued. The focus is on the Glamis Dunnes where there is a endangered weed the Meltvich. They are talking about closing a good porting of the Dunnes and having it closed by Thanksgiving weekend. The BLM lawsuit has already agreed that they have violated the Endangered Species Act so now it is just a matter of what the remedy is.
Track and Trail went into the mail last Thursday. The Voters Guide 2000 is on page 16.
Rules Committee- Chairman Randy Patterson reported:
- The meeting scheduled for October 14th was canceled. The next meeting will be held on December 2. Rule changes must be submitted 2 weeks prior to the meeting.
Awards Banquet:- Chairman Kevin Yost reported:
- The cost of the Banquet will vary. There will be a price for the Dinner and Banquet and a price for just the Banquet without the dinner. The Dinner portion of the ticket can be bought at the door or reserved in advance. When reserving your tickets the cost of attending the Banquet only is $10. The Dinner/Banquet ticket is $25. If you wait to buy your tickets at the door the cost of the Banquet only is $15. The Dinner/Banquet ticket is $30. The Dinner tickets are limited so reservations are encouraged. Keep your eye on the District web page for availability.
- Stewards are still responsible for getting out their invitations and ordering their trophies.
Sanctioning - Steward Kevin Yost Reported:
- The Sanctioning meeting will be held November 11th. Discussing conflicts with Hangtown, the day after the Banquet, and other possible conflicts of events. North Bay would like to request April 28th and 29th 2001 for the Navaro Woods GP and the Sawmill Enduro. This is held on private land so these dates are the only ones available to the club. Every club needs to send 2 representatives to the Sanctioning meeting to schedule dates for the up coming season events. There will be a pre-sanctioning meeting on Thursday, November 2 at 7pm in Lodi for the Short Track.
Old Business: - Jaime Williams Reported:
- Kawasaki Contingency will be for Cross Country only. They will be paying at 10 events. Events will be determined after the sanctioning meeting. Next year they will try to involve the enduro series.
New Business:-
- Bill Dart reported that he had attended the AMA Congress meeting in their new building in Ohio.
A new rule that was passed was to make sure all amateur events are cleared with the local district.
Also the other proposal passed was that the Board of Trustees will review their Excessive Noise Policy. They discussed AMA providing some support for legal staffing.
-Hugh Flemming and Roger Hansel reported that in regards to the West Coast GNCC, they would be ready to do something in 2002.
- Only one qualifier has been applied for, that will be the Idaho event.
-Jim Hutzler was held in very high regards at AMA and prayers go out to him and his family in his passing.
- Alan Plumbridge brought up the issue of arrows provided by Moose this year. The 200 per event has not been nearly enough. They tend to be too dark and folding over in the weather. Enduros could realistically use about 400 per event. This will be discussed with Moose.
Good of the Body:
- Ralph Lee reported that the final weekend at Lodi will be the weekend of October 21st.There will only be TT’s for this final weekend held on Saturday and Sunday night. It will also be a memorial benefit for Toby Jorgenson held on Saturday night. Some of the proceeds will go to Toby’s high school for scholarship funds and the rest will go to a benevolent fund to help injured riders with medical expenses. This will also be the Formula 100cc 25 lap National event.
- Alan Plumbridge reported that there is a memorial photo of Jim Hutzler in the new Moose 2001 Catalogue.
- Alan was down in Southern California recently and met up with some District 37 members. Thanks to the publicity Jill and Michelle are getting for us in Cycle News our district heros are well known down there. Good job Jill and Michelle!
- Update on the new West Coast Off-Road Series: They have scheduled 6 events. The dates and locations are not final yet except for the season opener at Glenn Hellen in January 2001. The goal of this series is to attract TV. They are coming up with a totally new format that should be something new and exciting for us here on the West Coast.
- Nominations to the Board of Directors: Pete Francini, Bill Zachrakis, Brian Butler, and Rich Fern were added. Kevin Yost, Alan Plumbridge, and Pete Francini declined. Refer to September’s minutes for the original nominees.
- There is a new track at Thunder Hill Raceway This is located in Williams, CA. The track is about 5 miles West of I5 just North of the Stoneyford exit. This is a Natural Terrain Grass Track They are hoping to put on future races at this site.
Competition Committee Meeting:
- Dave Wood was present to file a protest against Cross Country Steward Chris Syckes for docking him a lap at the District Cross Country event held at Metcalf on October 1st. Dave contest that the results were final and trophies handed out after the event which did not have him as being docked a lap and rewarded him with a 1st place. Chris Sykes states that the results were posted after the allotted time so the final results were to be mailed as per the D36 rule book rule # 9.1 and 11.11. The posted results and trophy presentation were preliminary. Chris was notified that Dave had taken outside assistance during the race when he ran out of gas and that is illegal in the D36 rule book
- Both Dave and Chris gave some background details, current information and answered questions about this issue.
- The competition committee discussed and weighed all the information presented, then voted in favor of the Steward. The decision results in the following:
- Voted to disallow the protest.
- Final results will be to keep the docked lap penalty taking away the 1st place points.

Board of Directors Meeting

Membership Report- Barb Haymond Reported:
- One membership bought at the Sawmill, one from the North South race. Someone at the Metcalf race still hadn’t received his card that he bought at the North South race. Discussed issues on receiving district cards in a timely matter.
Appeal from last months Dirt Track Protest:- Appeal presented by Robert Bacosa - Bill Arbogast
- Last month there had been a protest and the board voted in favor of the protest. That protest changed the points system for TT and Short Track dual events ran on the same day. This change in points comes mid season and that is why the appeal is being presented.
- Robert Bacosa reports that with only 5 races left. This was not enough time to change to compete in both events in order to continue racing for the championships. Bill Arbogast reports that he has been following the points system from the beginning of the season and now with only 4 weekends left there is a significant change that will directly effect his standings in the series. When asked about how many other riders support them they responded with approximately 50% or more.
- The two guests answered questions and provided information to the board.
- The board discussed and weighed all the information presented and decided to voted in support of the appeal. The original points system will be reinstated to the original structure.
Old Business
- The Jim Hutzler Award was voted to be an annual award.
- Virginia City Results are not final because of changes. Current discussions of how to combine the A classes from Sat and Sun results to come up with an accurate over-all points. Placement in classes will remain the same, the change will occur only in the class points and ranking points standings.
New Business
- Sharon Jenson from Fairfield Cycle Center has contacted the district. She would like to discuss the possibilities of sending out flyers for her shop to our district members. The flyers would be in the mailings from the clubs advertising their events. Fairfield Cycle Center would pick up the cost of the mailings in exchange for reaching our district members. No decision was made on this subject since Sharon was not present to answer questions.
- It was proposed that Brian Butler become the district Marketer. The board discussed what the district needs as far as marketing. The board would like Brian to start work on a new District 36 Brochure that would encourage new membership.
- Discussion on creating a Saturday practice the day before a Cross Country Event. The practice is to encourage non-racers to participate in the district events. Nothing was decided and discussion continues.
- Paul Mahoney is looking for any feed back on the design of the cover of our District Rule Book.
Good of the Body
- Dirt Track- SCRU is looking at a dual sanctioned AHRMA event. Discussion on paying points to this in exchange for LOA dallors as long as there are no conflicting events. Sanctioning steward will continue to look into this and their will be further discussion by the board.
