Referee’s Meeting – October 16th, 2002

Royal Motel – Vacaville, CA

Meeting called to order at 7:40 p.m. by President Eddie Diaz

    • Sanctioning meeting is being held November 9th at 10 a.m. in the Best Western/Stockton Inn location Off of highway 99 take the Waterloo exit and go East. The hotel will be on the left-hand side facing the freeway.

Cross Country Youth:

    • One event since last meeting. Metcalf had 73 youth riders. There was only a small problem with scoring, which has been fixed. The track was too short and the lap times being so quick the computer program was missing laps. The kids received a little exposure with some photos and interviews.

Cross Country: Dean Joyner reported:

    • Only event since last meeting was PrimeTime in Metcalf. We had 326 riders. All went well including a very efficiency running sign up. There was a very minor injury reported but that is all.
    • Taft – looking at getting involved with a GP mixed with D37 on Feb. 1st and 2nd. However this conflicts with the Hollister National so most likely won’t be a district event this year.
    • Moose has approached the district with a contingency program. They are offering Moose bucks to riders wearing 3 or more Moose items. They will pay top 5 in the class. This is a program that the clubs will have to monitor. The contingency program is in the works to see if we can make it a little simpler.
    • Rick Stewart from KFOG is interested in sponsoring the 104th o/a C rider.
    • There will be a bike show in Nov. 8th, 9th and 10th at the San Mateo Fairgrounds.
    • Donner Ski Run is canceled due to extreme dusty conditions. The club is looking for a new location for their race next year.

Enduro: Alan Plumbridge reported:

    • Next event is the Jackhammer.
    • CERA Family Enduro has been moved to Dec 8th.

Dirt Track: Ralph Lee reported:

    • 4 races left over the next three weeks to finish up the series.
    • Championships are running really tight and will be decided in the last few rounds.
    • 110-140 riders on average at the events.
    • Still working with Top Oil for sponsorship next year.
    • Still having issues with the points on advancement and championships. Voted to finish season with the points, as they were in regards to the rider in question. There will be more clarification on the points for next year.

Competition: Jerry Fouts reported:

    • November 9th at Carnegie there will be another Motorcycle Sound Testing Day.
    • Club packets for 2003 will be ready at the sanctioning meeting.

WebMaster:

    • Send your update club emails and web addresses to Alan Plumbridge.

Banquet: Kevin Yost reported:

    • Still need people to sign up for job assignments.
    • There will be no paying at the door this year. Tickets will be mailed prior to the banquet with the meal tickets.
    • We need the awards presentation list for the program by Dec. 18th. NO EXCEPTIONS. The max attendance is held at 375.
    • The banquet budget will be finalized soon.
    • The cost will be $27.50 per person adults and kids with or without a meal.
    • Banquet is January 18th , doors open @ 5:30 p.m. Invitations coming out next week.

Rule Book: Randy Patterson reported:

    • Need any rule changes for ’03 by Thanksgiving! No Exceptions!

Women:

    • Lots of product has been donated for the women at the banquet.

LAO: Bill Dart reported:

    • From the BRC, thanks for buying the spots on the radio for the SF area. Membership in that area jumped way up during it’s running. This was a huge success!!!!!!!!!!!
    • Check out the voter’s guide on the BRC’s website.
    • Dave Pickett is making things happen on the sound issue in congress.
    • OHV Commission worked on grants today. Law enforcement grants took all day. Gave huge funds to Fresno County Sheriffs to heavily monitor off road illegal use.
    • Clear Creek is under a fierce attack. Going to be hard to keep things open.
    • State programs in trouble but Federal is having a lot of good things going on for us.
    • BRC awarded Rick Guidice the Recreation Advocate of the year award.

Sanctioning: Dave Pickett reported;

    • Folsom – Eagles program is being held on the same day as our banquet but they will be attending our banquet later that evening.

AMA Congress:

    • We submitted a recommendation to AMA to address the sound requirements. Asked AMA to adopt CA standards. This came out of committee with an anonymous vote. Looking at 96 dbs for off-road in ’04. Not approved at National level yet but on its way with a huge momentum. This should push companies to produce products in compliance if there is AMA national support.
    • Family membership issue is being addressed with AMA. VP of new membership with AMA is looking to push for a family membership.

New Business:

    • Family card memberships – working on adding on members to the family when the whole family isn’t renewing at the same time.
    • Sound issue for Dirt Track racing. Disturbing the local neighbors to the track.

Good of the Body:

    • El Dorado legal action - Thanks to the D36 clubs that donated have helped the issues in the area. Still moving slowly. Doing a designated route system. This system could effect everyone in CA about designated trails. The battle is between whether trails should be closed until environmental impact is proven to be minimal or leaving trails open until proven it will impact the environment.

Board of Directors

Meeting called to order at 10:35 p.m.

Missing board members: Brian Butler

Banquet:

    • Went over budget. The new budget is way under earlier estimate. There will be a cap of 375 people.
    • Vote to approve the $27.50 per person adult/child ticket price. Approved by the board.
Nominees for the Board in 2003: Scott Reynolds, Ralph Lee

Dirt Track:

    • Looking for committeemen to run youth dirt track.
    • Would like a laptop to run scoring at events. There is a program already available. Similar to what AMA pro racing uses.

New Business:

    • Working on name badges for officials attending political events. Jill Patterson brought in two examples the cost is looking to be $3.00 each. The initial purchase is 100. Voted to approve cost of badges. Passed.

Old Business:

    • ISDE: 4 guys to be paid out of the ISDE District fund. Sperle, Wells, Merrill and Wilcox. The district will give $150 to each rider in support of their 2002 ISDE ride. Approved.

Membership:

    • Edd Haymond is looking to hand over the membership card responsibility. Looking for someone to take this on.. Randy Patterson will temporarily get it organized and ready for someone else to take it over.

LAO:

    • Board recognizes President Eddie Diaz as the temporary LAO officer reflecting Bylaws article 5 sec 1
