Competition: Jerry Fouts reported:
- Correspondence from Trevor Olson. He was questioning the work points awarded to Brian Sperle which resulted in him winning the Cross Country Series. He was upset in the way the rules were not followed according to the rulebook.
- Oakland M/C charged themselves $4.00 per rider for their LAO fee to the district. This is a 33% increase in what in normally required. Thanks Oakland M/C members!
Membership: Randy Patterson reported:
- Membership cards are going out on time now, we are all caught up. Everything is now running smoother than ever! Thanks Randy!
Cross Country: Dean Joyner reported:
- Still dealing with work points. Clubs are turning them in WAY too LATE and causing a huge back up.
- Next race is Jan. 19th Prairie City.
Youth Cross Country: Al Fitch reported:
- All the points are done for the year. The trophies have been ordered and we are ready to go for next year already.
Enduro: Randy Patterson reported:
- Bearfoot family enduro: hosted by the Richmond Ramblers at Stoneyford. Conditions were excellent for our round 3 of the your enduro series. Trail selection and use of free zones provided the 272 entrants with a fun day. Same day preliminary results were posted at the site. No injuries that I’m aware of.
- CERA’s Training Wheels was on 5/5/02. This was round 4 of the youth series was held at Foresthill after being rescheduled from earlier this fall, conditions were reported as good with rider reports of another great event by CERA. A total of 282 entrants. No injuries reported.
- Series standings and advancement points are on the web, Thanks Bill & Randy for all your work. All enduro trophies have been ordered. All enduro series invitations have been sent. Jill has gotten the jacket sizes to Jerry, Thanks Jill for your continues help.
- 2003 B/C series information will be sent to web this week.
- Moose: Contract is signed, labels have been sent to Roxanne for the information flyer that she will be sending out on the Moose Bucks and the sponsorship.
Youth Enduro: Denny Conrad reported:
- Training wheels had 47 youth riders. Kids loved the race. All went well with no injures reported.
- The average attendance in the youth series was 19 last year and for this year it is up to 45. We had a high of 67 at one race this year.
- The trophy list includes the top 3 of all classes except for the women’s class. There were 4 women that qualified for trophies this year.
- 15 families are getting together and creating a new club in Roseville.
Dirt Track: Ralph Lee and Bob Bacosa reported:
- No races in past month.
- The black plate list is done for the banquet. Motion Pro and ANA Racing provided the materials and RAB racing provided the labor for our black plates this year.
- Dennis Maloney representing Top Oil committed to $4K to the dirt track series.
- Banquet award invitations have been mailed.
Banquet: Kevin Yost reported:
- 73 tickets left for banquet. WILL SELL OUT SOON! 90% of the tickets have been sold on line on our website. Yeah!
Rulebook: Randy Patterson reported:
- Numerous dirt track proposals need to be reviewed in the competition meeting tonight.
Sanctioning: Dave Pickett reported:
- AMA’s National 4-Stroke event is being held 30 days before Hangtown at Hangtown. We are having issues with AMA offering amateur day events in conjunction with the Pro races in D36 without our involvement.
LAO:
- Rock Creek, Georgetown. On Nov. 22nd there was a meeting at the Georgetown Ranger Station. There were 10 in attendance. Representing the government was Tim Dabnney, District Ranger, Bill England, OHV Manager, and Jon Jue, the Eldorado National Forest Resource Officer. A few residents from Georgetown and some district 36 members were also there. One issue was securing adequate funds for the projects in the area. Jon Jue reported, that due to the fact that a number of users (us) had attended and reported to the Forest committee, all the funding that he had requested from them was approved. He also reported that the Green Sticker money usually allotted will not come through this year. Bill England also reported that due to all the volunteer work by the local riders has put the new bypass trail ahead of schedule. Unfortunately the work force we usually get from the prisoner program will not be available this year. Some of the work on new trails MUST be completed this year before winter gets here. Volunteers call 530-333-5580. Rock Creek road has been reopened for now. Green sticker bikes are not allowed to ride on improved roads. Looking at possible usage for enduros and other events that have permits.

Competition Committee
Meeting called to order at 9:25 p.m. by Jerry Fouts
Rulebook: Randy Patterson reported:
- Changed: 7.10 In dirt track events all liquid cooled machines must have a closed cooling system. Ethyl glycol antifreeze may not be used. (Rev. 20 Dec 2002)
- Changed: 1.4.5 All competition committee members and stewards of the District will be issued suitable cards, jackets, and badges so as to be readily identifiable as such. Committee members shall carry their current card and will wear appropriate jacket, badge or other District attire whenever possible – when at a District event. Committee members shall make his/her presence known to the event referee and to the event steward, if in attendance. (Rev. 20 Dec 2002)
- Changed: 1.4.5A Committee members shall be admitted free to event grounds. Committee members shall pay a maximum of ten dollars ($10.00) to participate in any D36 event. D36 Stewards will not pay to participate in any D36 event. (Rev. 20 Dec 2002)
- Changed: 11.12.3 Any District 36 "A" rider, who works one District 36 championship point paying cross country will receive District 36 class championship points, as well as overall rank points for the worked event. Any District 36 "B" rider who works one District 36 point paying cross country each year will receive overall rank points for the worked event.
Points awarded shall be determined by the average of his/her best 5 rides or the equivalent of a 4th overall whichever is greater.
"Worked" will be defined as helping set up at least one day before the race, the day of the race and help clean up the area after the race. The cross-country steward shall be given a list of "A" and "B" riders who worked the event by the referee in his report. It is the rider’s responsibility to verify their name, and district # on the race report and that the standings on the website reflect a "W" for work points. If the rider does not verify within 30 days post event, they will not receive work points. (Rev. 20 Dec 2002)
- Changed: 6.8 Effective January 1, 2003, the maximum sound output shall be 96Dba, this measure shall follow California State law, which goes into effect on the same date. This shall only apply to Enduro & Cross Country events, and will apply to "Special Events" that fall under these categories. Testing shall be per AMA rulebook and /or California testing procedure guidelines. Dirt Track, Motocross, and Vintage events shall follow AMA rulebook and /or California state law. ATV competition events shall follow same guidelines as motorcycles. (Rev. 20 Dec 2002)
- Changed: 3.5.(A) Family memberships must be purchased at one time. No add-ons are permitted. (Rev. 20 Dec 2002)
- Changed: 11.10.2 Race completion time, and the 1 ˝ hours to calculate the results will commerce at scanner download. A cross-country event, other than Hare & hound, is officially over 60 minutes from the time the checkered flag is thrown. (Rev. 20 Dec 2002)

In combined classes there must be at least two (2) "A" riders, and the "A" rider(s) must win overall to receive championship points. (Rev. 20 Dec 2002)
- Changed: 17.9.1 No rider may ride more than two classes in any one event. In dirt track youth competition a rider may ride no more than three classes on three different machines in any one event in one day. (Rev. 20 Dec 2002)
DISTRICT 36 LEGISLATIVE ACTION OFFICE
In addition to being a Race Sanctioning organization, District 36 is heavily involved in protecting our right to ride on public lands. To do this, in 1988 District 36 created the legislative Action Office, or LAO. We use this fund to pay for : Radio adds, BRC contributions, congressional lobbyists, local lawsuits, and Projects or grants that will ensure riding areas exist in the future. One half of our membership fee goes to support this office, in addition to three dollars per rider fee at each event ($600 dollar maximum per club/promoter each year for Motocross and Dirt Track only). We must do everything we can to protect our interests, or our sport will not continue to exist as we know it today. Your support, both financial and otherwise, is deeply appreciated. Banquet:
- Voted $25 budget for engraving on plaques.
- Cycle Gear has donated the embroidery costs again.
- Voted to go ahead and purchase at a great discount the XCR Jackets from Moose for the Championship Jacket.
Membership:
- New committeemen card approved. Going to a combo card of committeemen and District competition card all in one.
- Voted to add new committeemen Nick Fitch, Jerry Bentcourt, and Jim Nelson.
- Voted to retire #4X membership number in memory of Don Link.
Website:
- Need to make changes. Having some issues with certain parts of the website.
Rulebook:
- Insert sales are now open for the new book.
