Referee's Meeting June 15th, 2005 Royal Motel, Meeting called to order at
7:32 p.m. by President Dave Pickett Roll Call: 10 of 30 Clubs in Attendance Minutes: May minutes
approved. Special presentation: Dave
Pickett presented awards on behalf of the Dirt Diggers North Motorcycle Club to
the following volunteers for their outstanding efforts at this years Hangtown
Outdoor National. Ken and Joyce Heuser, John Davis and John Hartvickson. Thank
you to all the District 36 Committeemen who helped out with this year’s event. Committee Reports: Cross Country: Steward
Duane Scott reported: Ø
One event the
Mustang Scrambles on May 22nd. 190 riders. WSRA did a lot of work on
the course and watered what they could. There was a really fun pavement section
with uphill S turns. There were several injuries reported, all riders received
first aid at the track and were released.
Next event will be the Rim Bender, September 25th in Youth Cross Country: Steward Al
Fitch reported: Ø
Last event was
the Mustang Scrambles. This was a real challenging course for the kids. There
were a few sections where more sweepers were needed; thank you to the parents
who helped the kids through those tough sections. We had 90 riders total: 26
A&B riders, 43 C, 16 50’s and 5 beginner women. Overall it was a good
event. Women: Ø
Duane Scott
reported: We have a tie for 1st place in the Women’s C class for the
spring series. Rule 7.3.8 does not break the tie. After discussion it was
decided that in order to break the tie completion times from each event where
both riders competed will be added up and the rider with the lesser time will
be the winner. Ø
Al Fitch
reported: It was announced that the Bushwackers up coming race the Furnace will
be a District 36 point’s race for the A, B and C Women. Our rule book states
that the women’s race must be part of a Sportsman event for them to be eligible
to earn District 36 points. Enduro: Steward Jim
Peacock reported: Ø
Jim announced
that he will officially resign his position as Enduro Steward beginning
September 1st, 2005 due to his re-location out of State. Ø
One event to
report on: The Little Polecat held on May 15th. Race referee was
Mike D’Amaso. Course was 98.9 official miles with ground miles of 87.1 for all
classes. Excellent riding conditions and the course was marked reasonably well.
Total riders were 214. 70 A’s, 52 B’s and 92 C’s. No injuries reported. There
were a number of scoring complaints particularly for burned checks and
specifically check four. Received
letters from 6 riders regarding check four and one official protest which will
be dealt with at next month’s meeting, awaiting receipt of all official
paperwork. Dirt Track: Steward
Carter Fisher reported: Ø
4 events have
been held. 5/21 Stockton MC event 150 riders, 5/22 Lodi MC 147 riders, 6/4
Motowest’s last event of the year 101 riders and 6/11 Lodi MC 165 riders. No
serious injuries reported. Ø
Would like to get
a sound test set up at an event in the near future. AMA/Congress: Dave Pickett reported: Ø
All Clubs should
have received their organizer news from the AMA. In this newsletter was an
announcement that the AMA will be giving away 10 sound meters, all organizers
need to do is fill out an application on line. Would like to encourage all of
our clubs to put in an application. Ø
For anyone
interested in submitting a recommendation to AMA or a proposal for AMA rule
book revision. The forms for submission are included on the last page of the
minutes. All proposals must be received by your AMA Congress person before
August 1st, 2005, for submission at AMA Congress which will be held

1 proposal to be
heard in the competition meeting. New shipment of rulebooks has arrived. AMA
rulebooks received and passed out. Membership: Jill Patterson reported: Ø
61 June renewal
notices mailed out. 173 cards processed and 2 new lifetime memberships. The
slow season is here! All event applications through the end of May have been
received. We are working on getting classification stickers for the Dirt track
youth rider’s membership cards similar to the youth Cross Country program. Sanctioning: Steward

CERA has
scheduled a family Enduro for November 6th. Ø
Paradise Ridge
Runners who had requested a date for their Poker Run to be included on our
schedule as a District 36 special event; have decided to run the event with
private insurance as a non sanctioned event. Thank you to John and Dave for all
their work on issue. Ø
Still waiting on
paperwork from Honeylake MX for their scheduled Cross Country event. LAO: Dave

District 36
received recognition in the July issue of the AMA Magazine for our support
against closure in the Ø
One of our clubs
CERA recently made a $5,000.00 contribution to the Blue Ribbon Coalition for
the defense of the Eldorado lawsuit. CERA member Kraig Traum would like to point
out that the majority of these funds came from the family Enduro riders who did
not request a refund from the last two cancelled Training Wheels Enduros. These
funds have been put to good use in defense of our riding areas and the family
enduro riders deserve credit for their contribution. Ø
Clear Creek
issues are receiving much press nationally and internationally. Ø
Buffer land for
Prairie City OHV- there has been a recent acquisition of buffer land for the
Prairie City OHV, 3 sides are just about covered, the Barton Ranch which
borders the Ø
Legal action has
been taken against the summer closure of Clear Creek Management area. Press
release can be read on BRC’s website www.sharetrails.org.

Riders are needed
to help with the Mendocino Forest Spotted owl study. This will be a 6 week
study riders participating in this study will be paid $50.00 per day to ride in
the specified area. Legislative Activist: Ken Heuser reported: Ø
Worked at the Hangtown MX National Thursday
through Sunday. Had the opportunity to work with the vice chairman of the AMA
board of directors and was able to meet many new and current District 36
members and offer information on LAO issues. Saturday helped in the sound test booth, gave
out a large number of prizes and had more opportunities to inform riders of LAO
issues. Sunday helped host the political
guests in the VIP reception area along side the track. Spent a lot of time with
State Assemblyman Tim Leslie who was very impressed with the whole program and
the large amount of volunteer help. Old Business: Ø
George Keeran reported on long time District
36 and Richmond Ramblers Club member: Steve Bales who tragically lost his life
in a collision while participating in a Dual Sport ride. Steve will be greatly
missed and our sympathy goes out to all friends and family. Good of the Body: Ø
Ralph Lee
reported on the Lodi Grape Festival to be held in September. This year’s theme
is sports and Ralph is putting together a motorcycle display. Would like to
include the LAO raffle bike in the display, will check with the Festival Board

Discussion on the
Bushwackers special event: The Furnace being advertised as a District 36 Cross
Country points paying event for A, B and C women. Al Fitch will communicate
with the Women’s Cross Country Steward and the Bushwackers to clarify that the
women are not eligible for District 36 points unless the race is part of the
Cross Country Sportsman series. New Business: Ø
Discussion for
proposal of a new Youth Cross Country rule regarding riders who are
participating in both the youth series and the sportsman series. Once a rider
is advanced to the B sportsman level, they would no longer be eligible to earn
points or receive trophies in the youth series. Al Fitch will work with
rulebook chairman to put together proposal. (Tabled to next month.) Protests: Ø
Information on Enduro protest from the Little
Polecat passed out for review. Official
protest will be dealt with at next month’s meeting, awaiting receipt of all
official paperwork and the presence of parties involved. (Tabled to next month) Ø
Question regarding the Little Polecat Enduro
not being of championship quality. Enduro steward will continue dialogue with
the Director of Competition and Committeemen by email. Final decision to be
heard at next months meeting. (Tabled to next month) Rulebook: Ø
Tabled from last month: Rule revision to
clarify where the top 10 A Enduro riders start. Proposal to change rule
11.2.10.4 to read as follows, clarification in bold: 11.2.10.4
Staring time assigned as follows: All “AA” and “A” riders
whose entries are received by the drawing date will be drawn first, then “B”
Enduro sponsoring club members, then “B” riders, then “C” Enduro sponsoring
club members, and then “C” riders. The Enduro Steward shall
provide a list of the top 10 A riders, which may include “A” as well as “AA”
riders, to the promoting club prior to their drawing date. These pre-entered riders shall not be
assigned rows one through four and shall not be assigned together on the same
row. Top 10 A riders, whose entries are received after
the drawing date, will not be assigned rows one through four and will not be
placed on the same minute as a pre-entered top 10 rider. All other riders whose
entries are received after the drawing date may be assigned as received. Riders
stating they want to ride with another class will be drawn with the lower
class. No rider will be allowed to change his/her number after the drawing as
designated by the club. Post entries, “A”, “B”
and “C” riders will ride with their respective classes if starting positions
are available and the five (5) minute gap between classes must be maintained. “A” riders will ride in
the clear time behind “A” riders until all but the 5-minute gap is full. Post
entries will receive the next post entry numerical position (numbers). Teams drawn together are
not necessarily included. Motion
by Al Fitch to approve proposal as written. Second by Jim Peacock. Vote 14-0.

Patterson reported: Ø Request advancement of funds to cover postage costs
for the July issue of the newsletter. Motion by Dave Pickett to advance funds for
Newsletter postage costs. Second by Al Fitch. Vote unanimous. (motion passed) Membership:
Jill Patterson reported: Ø Have started a new system of mailing return envelopes
with advancements, along with a note requesting advanced riders to return their
old membership card which is no longer valid. So far about 70% of the cards
requested have been returned. Will prepare a list of cards not returned so
Stewards can request the return of invalid cards in person. Ø New process for lifetime memberships: Lifetime
membership cards will not be mailed out until funds are verified available by
our bank. Ø Expired card search: will have a detailed list of
rider’s participating on expired cards for review at next months meeting. Old Business: Ø Jill Patterson posts a question: do we want to post a
list of outstanding Bad checks in the newsletter? After discussion the Board
decided against making the bad check list public. Ø

month: Update on the meeting with the TMC regarding their upcoming Cross Country
event. President and Youth Cross Country

Discussion to purchase a second set of clocks. To be continued when a
representative is here to answer questions regarding. John Davis will get more

on the need to list the LAO contribution separately on event fliers, so that
riders are aware that 3.00 is added to the entry fee and contributed to the LAO
fund. Discussion on a rule proposal to add this disclosure as a requirement on
event fliers. Rulebook chairman will put together a proposal to amend the
requirements for fliers in the rulebook. (Tabled to next month) New Business: Ø

offer of used lap top computers from Ø
Randy Patterson reported on web filters for
the website. Will contact our webmaster to pursue the costs involved. Ø
Proposal by Dave Pickett to make a
contribution from LAO funds to Blue Ribbon Coalition to help with the legal
defense fund for the Eldorado lawsuit. Motion by Randy Patterson to make
contribution from LAO funds to BRC for the Eldorado lawsuit. Second by Duane
