Referee's Meeting

Meeting called to order at 7:30 p.m. by President Dave Pickett

 

Roll Call:  13 of 30 Clubs in Attendance

 

Minutes: Corrections to July’s minutes: All reference to the family enduro scheduled for September 10th should read The Wild Pony Family Enduro instead of The Wild Horse Family Enduro.   

 

Guests: Daphne Green, Deputy Director of California State Parks OHV Division. Ms. Green stopped by to give us an update on the California State Parks audit. In August of last year, after being in office for 3 weeks Ms. Green attended a hearing before the joint legislative audit committee called for by Senator Morrow on behalf of OHV organizations with worry that funds had not been appropriately spent. Auditors arrived in October and continued working through May of this year checking everything throughout State Parks OHV Division. The auditors came forth with 17 recommendations most of which Ms. Green agrees with. The entire audit is available on the California Bureau of State Audits website www.bsa.ca.gov. It is very important for the OHV Community to read through this document and raise issues where appropriate so that change will take place. We must have systems in place that make sure OHV funds are protected and spent properly. In reading through the audit one thing that is not clear is the distinction of time, it is very important to Ms. Green to clarify that these issues involved in the audit all took place before she was appointed as Deputy Director. Ms. Green would also like to encourage anyone with questions regarding the audit to contact her.       

 

 

Committee Reports:

 

Cross Country:  Steward Duane Scott reported:

Ø       Next event will be the Rimbender on September 25th in Fernley NV. There was a post on the message board about this event being part of a race weekend with Motocross, Motard races and Harley drags. Will contact the promoting Club to make sure this will all work for a District event.

Ø       Honey Lake has assured me that they will take care of all the paperwork for their up-coming event.

 

Youth Cross Country: 

Ø       Next event will be the Furnace on September 17th and 18th.

 

Women: 

Ø       Next event will be the Furnace on September 17th and 18th.

 

Enduro:

Ø       Next event will be The Wild Horse Enduro on September 11th.

Ø       Jill Patterson reported:  The Moose gear winners from all enduro events so far this year have been notified and have received their gear from Moose.

Ø       The position of Enduro Steward is currently open for the 2006 racing season: anyone interested contact any District 36 official for more information.

 

Youth Enduro:  Kraig Traum reported:

Ø       Next event will be the Wild Pony Family Enduro on September 10th.

Ø       There will not be a Training Wheels enduro this year. The family enduro scheduled for October 29th will be held in Georgetown and will be called the Crazy Miner.

 

Dirt Track:  Steward Carter Fisher reported:

Ø       There have been 4 events since the last meeting, all at Lodi Cycle Bowl. On 7/23 there were 193 riders, 7/30 199 riders, 8/6 183 riders and 8/13 178 riders. On 8/13 there was 1 injury; an ATV rider was transported by ambulance. Rider is doing well.

Ø       We have a 2 day event coming up the Lodi California Cup on August 27th & 28th.

Ø       One protest from the 8/13 event, to be reviewed at the competition meeting. Request formal protest to be addressed next meeting when parties involved are present.

 

AMA/Congress: Ed Santin reported:

Ø       There is a really good article on sound testing in the September AMA magazine entitled “Sound and Fury- Loud pipes and the future of motorcycling.”

Ø       Had the opportunity to take sound testing equipment to the National Promoters Group meeting, this group promotes the AMA Outdoor Motocross Series.

Ø       There is still room for late submissions of rule change proposals or recommendations for the October AMA congress meeting.

Ø       Dave Pickett reported: The AMA has added time for our sound presentation at the AMA Congress meeting and in fact changed their schedule to accommodate time for us to make this presentation.

 

Newsletter:  Jill Patterson reported:

Ø       Newsletter # 10 issue date of October 1st. Submission deadline is September 3rd. Pre scheduled mailing date of September 27th.  Items needed: Picture of the LAO raffle Kawasaki, Stewards reports, short stories and articles.

 

Membership: Jill Patterson reported:

Ø       229 August renewal notices were mailed out. 144 cards processed since July 20th. 1 new lifetime membership. All event applications through August 6th have been received.

Ø        Advancements have been coming through regularly for Dirt Track, Cross Country and Enduro.  Still needed are advancements from Youth Cross Country and Women’s Cross Country, also waiting for a list of Dirt Track Youth and ATV Youth riders to get class stickers added to their membership cards. Would like to have all cards updated before September events begin.

 

Director of Competition: James Davis reported:

Ø       One protest to be reviewed in the Competition meeting.

 

Legislative Activist: Ken Heuser reported:

Ø       Attended 6 meetings over the past month. On July 15th attended a meeting with Assemblyman Roger Niello. Roger introduced Wayne Lewis, Deputy District Director of Planning and Local Assistance for the State Department of Transportation. I inquired about the By-pass from Hwy 99 to Hwy 50 to hopefully border Prairie City OHV Park. Mr. Lewis informed us that he knows of the proposal, at this time it is on the planning list. It seems that this proposal is on hold for now, but I will continue talking with parties involved in the planning to ensure that they know where it would be beneficial to the OHV Park for the By-pass to some day be located.

July 20th along with Ed Santin attended Eldorado National Forest OHV Route Inventory Designation Project Briefing held in Placerville. The Eldorado National Forest service personnel told us that by court order they are adopting a policy of closed unless posted open. Forest service approved maps will be available showing where you are allowed to ride, check with your local Ranger. Trails submitted through the route inventory process that are not included on the map are on hold to be considered at a later date. Unless there is a marker on the ground stating that a trail or road is open, it is closed and if you are found on a closed trail or road you will be cited.  Ed Santin inquired about trails and roads previously used for Enduros and other events, we were told

due to the fact that trails were used by special permit in the past for these events we would most likely be able to use them under some restrictions.

August 12th met with Congressman John Doolittle, who informed me of some good news. The Transportation Appropriation bill that I have been pushing for is on its way for the President to

sign. This bill includes many good things for OHV use, $370 million dollars for the Nationwide Recreation Trails Program and another $3 million for a new scientific study on the causes of motorcycle crashes. This will be the first such study since the HURT study which was done in 1970. Anyone with questions regarding this new Transportation bill, feel free to contact me.

    

Old Business:

Ø       George Keeran reported on ISDE fundraiser for Richard Young held at the Oakland MC-club house. $7,400.00 was raised to help with Richard’s expenses. Thank you to all who participated.

   

New Business:

Ø       John Hartvickson reported on the need for a District 36 historian, and made a suggestion that all officers have pictures taken at the sanction meeting each year. With the District celebrating its 50th anniversary there is a lot of history that could be compiled and would make an interesting publication.

 

Good of the Body:

Ø       Dave Pickett reported ticket sales for the LAO bike are going well. Thank you to The Valley Climbers MC who purchased $500.00 worth of tickets.

Ø       Ralph Lee reported on the motorcycle display at the Lodi Grape Festival September 15th – 18th. Needed are modern Enduro and Cross Country motorcycles and Club banners to complete the display. Contact Ralph Lee if you have anything you can add to the display.

Ø       Dave Pickett reported on the loss of life of a young District 36 competitor Benjamin Davis. Benjamin will be greatly missed and our sympathy goes out to the Davis family. Benjamin Davis’s District 36 number 929 will be retired. Special Thanks to District 36 chaplain Fred Sumrall for the comforting thoughts and prayers shared with all in his memorial service.

Competition Committee Meeting

 

Meeting called to order at 9:06 p.m. By James Davis

 

Roll Call: 22 of 55 members in attendance

 

New Business:

Ø       Dennie Conrad gave an update on the Furnace Special event. New things this year: Adult 50’s class we have broke this into 3 separate classes also new this year is the AA schoolboy class.

 

Protests:

Ø       Protest received involving Dirt Track event at Lodi Cycle Bowl on August 13th  regarding a racing conflict between 3 riders; Greg Riddle, Rick Hocking and Donnie Darrah which resulted in verbal and physical assault. Protest will be reviewed by Director of Competition and addressed at the September 21st meeting, when parties involved are present and Dirt Track Steward has more information. (Tabled to next month)

Ø        Dirt Track Steward requests guidance from the Competition Committee regarding suspension of District rider Donnie Darrah, involved in the physical assault of a fellow rider on August 13th at Lodi Cycle Bowl. Director of Competition will inform Donnie Darrah of immediate suspension and request that he come before the Competition Committee to explain his actions, at which time the length of suspension will be decided.   

 

Rulebook:

Ø       Tabled from last month: Discussion for proposal of a new Youth Cross Country rule regarding riders who are participating in both the youth series and the sportsman series. Once a rider is advanced to the B sportsman level, they would no longer be eligible to earn points or receive trophies in the youth series. Rulebook Chairman will email rule revision to Stewards for review. (Tabled to next month)

Board Meeting

 

Meeting called to order at 9:41 p.m. by President Dave Pickett.

 

Roll Call: 8 of 9 members present. Missing member is Al Fitch. 

 

Banquet:  Duane Scott reported:

Ø       Have tentatively reserved the Richmond Auditorium for January 21st, the Parks and Rec. staff has some concern with the fact that a Crab Feed is scheduled the day before and the auditorium may smell fishy. Will speak with the auditorium manager, when he returns from vacation for his opinion. The consensus of the Board is that we have rented facilities before following a fish feed and the odor has never been a problem.

 

Newsletter: Jill Patterson reported:

Ø       Have received a competitive quote from one of our Members who works for a large printing company to print and mail the newsletter. Board consensus is to go ahead and try the new company.

 

Membership: Jill Patterson reported:

Ø       Have made an agreement form for Clubs to sign before obtaining the District 36 mailing list for event fliers. This agreement restricts the use of the mailing list to a one time use for a specific event. A sample of the agreement was passed out for review by Board members. Board members are in agreement that this form is necessary to protect the circulation of our membership list.

Ø       There is concern that many membership application books are getting lost. Clubs pick them up at the sanction meeting and then often can not find them when their event comes. We may need to have clubs sign for the D-36 application books the same as the AMA requires for the AMA application books. Discussion on ordering more application books, Randy Patterson will check with the Sanction Steward how many books we have left and report back next month.

 

Old Business:

Ø       Tabled from last month: Dave Pickett reported on the need to list the LAO contribution separately on event fliers, so that riders are aware that 3.00 is added to the entry fee and contributed to the LAO fund. Discussion on a rule proposal to add this disclosure as a requirement on event fliers. Proposal by Rulebook Chairman Randy Patterson to change rule 10.1.4 to read as follows clarifying the requirement to list the $3.00 contribution to LAO as included in event entry fee:

10.1.4 Advertising or other promotional material must be approved by D36 category Steward prior to release. After this approval the materials will be sent to the Director of Competition and all active members.

This material shall contain at least the following: 

A.  Type of event

B.  AMA, District 36 and title Sponsor logos

C.  Date, day, and time of event

D.  Opening and closing dates for entries

E.  Practice times; state if no practice

F.  Classes to be run; traction limitations

G.  Location of event; directions if possible

H.  Admission charge; total rider fee

I.    Statement that:  “Entry fee includes $3.00 LAO fee.”

J.   Name of sponsoring club/promoter

K.   Telephone number for information, cancellation, etc.

L.   Type of pay-back for Semi Pro events

M.   Rider Medical Insurance, yes or no

N.   Spectators witnessing these events thereby assume all risks for any injuries or damages resulting there from.

O.  A Sound test may be given at this event

                Board is in agreement to make this clarification.

 

New Business:

Ø       Ralph Lee will follow up with Top Oil on the prospects of sponsorship for the 2006 season.

Ø       Discussion on the open position of Enduro Steward, John Davis has volunteered to fill the position until a permanent steward is found.

Ø       Tabled from last month: Determine rules for the Message boards filters and rules and regulations for sign up. To be re-addressed next month when we have more information from the webmaster. (Tabled to next month)

Ø       Discussion regarding business ads placed on our website message board. Motion by Duane Scott to prohibit business advertising within the message context of the District 36 website message board. Second by Randy Patterson. Vote 3 to 4 against. (motion failed)
