Meeting called to order at 7:30 p.m. by President Dave Pickett

 

Roll Call:  15 of 30 Clubs in Attendance

 

Minutes:  August minutes approved.

 

 

Committee Reports:

 

Cross Country:  Steward Duane Scott reported:

Ø       The first event of the Fall series will be this weekend in Fernly, NV.

 

Youth Cross Country:  Steward Al Fitch reported:

Ø       The Furnace Hare Scrambles was a success we had 244 youth riders, no injuries or protests.

Ø       Next event will be The Primetime on October 1st.

 

Women:  Steward Heather Wilson reported:

Ø       There were a total of 63 women for the Furnace Hare Scrambles, no injuries reported.

Ø       Next event will be the Rimbender on September 25th, in Fernly, NV.

 

Enduro:  Steward John Davis reported:

Ø       Wild Horse Enduro was held on September 11th.

Ø       Enduro clocks are back- many thanks to Scott McClelland who built 2 new clocks from spare parts, repaired one and replaced all batteries.

Ø       Next event will be the Jackhammer Enduro on October 16th.

 

Youth Enduro:  Steward Bill Zakareckis reported:

Ø       Wild Pony Family enduro was held on September 10th.

Ø       Next event will be the Crazy Miner Family Enduro on October 29th.

 

Dirt Track: 

Ø       Ralph Lee reported:  5 races left in the season. Have been getting 150-185 riders per event.

Ø       Pre-sanction meeting: would like to request November 5th. Lodi Club house is available for the meeting.

 

AMA/Congress: Dave Pickett reported:

Ø       Will be leaving for Congress the first weekend in October, Ed Santin and I will be doing a Sound presentation. Have proposals and recommendations, were ready to go.

 

Newsletter:  Jill Patterson reported:

Ø       October 1st issue is at the printer. Scheduled mailing date is September 27th. This issue will be mailed out of the Sacramento main post office, so we will see if that makes a difference in the timeliness of delivery. There is a nice surprise coming, from some of the changes that have been made beginning with this issue.

Ø       Newsletter # 11- Issue date of January 1, 2006. Submission deadline is December 3rd. Tentative mailing date is December 26th.

 

Rulebook:  Randy Patterson reported:

Ø       Any proposals for the 2006 rulebook must be submitted by November 7th, forms for submitting a proposal are available on the District 36 website in the rulebook section.

 

Membership: Jill Patterson reported:

Ø       264 September renewal notices mailed out, 237 cards processed since last month.

Ø       Reminder to members: you need to allow 14-21 days for processing your renewal by mail, if you plan to participate in an event before that time frame you should renew at the event. There is no way for anyone to verify that you sent your renewal by mail and you will be required to purchase another renewal.

 

Sanctioning:  Steward John Davis reported:

Ø       Working on some proposals to send to AMA Congress, concern with Motocross events sanctioned by AMA Sports within our District.

Ø       Sanction Meeting is scheduled for December 10th at the Lockeford Inn, Lockeford, CA.

Ø       Jill Patterson reported on concern with a promoter not getting his sanctioning paperwork filed in a timely manner and possible miss use of the District 36 mailing list. To be re-addressed in the Board Meeting.

 

Director of Competition: James Davis reported:

Ø       2 protests to be heard in the Competition Meeting.

Ø       We are looking to fill the vacant positions of: Dirt Track Steward and Enduro Steward.

 

LAO:  Dave Pickett reported:

Ø       Everything is all about the audit. Thank you to everyone who brought in copies of the audit report. There were 11 issues found in the audit dating back to 1974. There is a possibility of a Federal investigation into the Department of Parks and Recreation.

Ø       Concern with Metcalf and Clear Creek grants being submitted incorrectly, will be looking into that.

Ø       Designated Trail Inventory: it is very important that we double check the work being done.

 

Legislative Activist: Ken Heuser reported:

Ø       Major Political issue in the State right now is the special election coming up this November. As I have been attending meetings I have been asked what is this audit and how did you motorcycle folks accomplish this?  State Senator Dave Cox has the audit as a headline in his monthly newsletter. He mentions that some of his constituents have been telling him about this audit for years and that he will be staying on top of this to see that the monies go where it will benefit the OHV folks.

Ø       I hear all the time “I don’t vote it doesn’t make any difference” well that is not true all who worked and helped and voted to elect State Senator Bill Morrow, shows what getting involved can mean. Working to get the right person in office did make a difference. It will make a big difference to us. This is one of the biggest bomb shells to hit the state in a long time. All who did get involved did make a difference.

Ø       The big issue on the National scene is the Congressional effort to reform the Endangered Species Act, headed by California Congressman Richard Pombo. The first vote of the US House Resource Committee is tomorrow.

 

Old Business:

Ø       Dennie Conrad reported on the Bushwackers MC recent event the Furnace: Attendance was up again this year by 25% over last year. The Bushwackers would like to say a special thank you to the Rangers out at Prairie City OHV for allowing them to build an all new starting area for this year’s event.

 

Good of the Body:

Ø       Ralph Lee reported on the passing of Glenn McGill, at 92 years old Glenn was the last surviving Charter Member of Lodi Motorcycle Club and was still competing at Events well into his 80’s. Our thoughts go out to the family and friends of Glenn McGill.

Ø       Jill Patterson reported on District 36 riders: Alex Gragg, John Wear, Nolan Irwin, Ryan Powell, James Ptarcinski, Jeff Bauer, Steve Garnett and Patrick Garrahan. all have been selected as invitees to the Red Bull’s Last Man Standing race to be held in Bulcher, Texas on November 12th. Only 200 riders from across the nation have been invited to participate in this event.

Competition Committee Meeting

 

Meeting called to order at 8:33 p.m. By James Davis

 

Roll Call:  23 of 55 members in attendance

 

Protests:

Ø       District 36 member Richie Mendez is protesting check number 2 at the Wild Horse Enduro held on September 11th, 2005 by Western States Racing Assoc. Action requested by protestor: Check number 2 to be thrown out.  Mr. Mendez feels that the course was not adequately marked causing many riders to miss check number 2.  The Committee heard statements from Committeemen Scott Reynolds who rode the event and Kraig Traum who helped at the event working check number 2. The Committee also heard from representatives of Western States Racing Assoc. After discussion by the Committee. Motion by John Davis to deny the protest. Second by Jamie Williams. Vote 20-1 in favor. (motion passed) Director of Competition informed involved parties that the protest was denied.

 

Ø       District 36 member Greg Riddle is protesting a racing incident taking place at a Dirt Track event held at Lodi Cycle Bowl on August 13th. Said protest is against District 36 member Rick Hocking for rough riding and unsportsmanlike conduct. Action requested by protester is the maximum penalty. Greg Riddle is present and gave an accounting of Mr. Hockings actions on the race track. A video of the incident was brought in and a letter was received from Mr. Hocking in his defense, both of which the Committee reviewed. After discussion it was agreed by the Committee that a decision cannot be made without hearing from the event referee. Motion by Randy Patterson to table this protest until which time the committee can hear from the event Referee in person. Second by Scott Reynolds. Vote 16-1 in favor. (motion passed) (Protest Tabled to next month.)

Committee would also like to hear from Mr. Hocking in person. Director of Competition will inform Mr. Hocking in writing of the Committee’s request.

 

Ø       Re address Dirt Track conflict occurring at Lodi Cycle Bowl on August 13th, between Donnie Darrah and Rick Hocking which resulted in verbal and physical assault. At the August 17th Competition Meeting it was determined that for his actions Donnie Darrah would receive immediate suspension from District 36 events. It was requested that Mr. Darrah come before the Competition Committee to explain his actions, at which time the length of suspension would be determined. Mr. Darrah is present and brought in a letter explaining his actions for review by the Committee. Mr. Darrah also offered a formal apology for his actions. After discussion by the Committee. Motion by Robert Bacosa to end Donnie Darrahs suspension at the 30 days which have already been served. Second by Jill Patterson. Vote 17-0 in favor. (motion passed)  

After discussion by the Committee, review of Mr. Darrahs letter and per AMA rules it is felt that both parties involved in this altercation should have been suspended. It is therefore felt that Mr. Hocking should also receive suspension for his involvement in this incident. Motion by Rich Fern to suspend Rick Hocking from District 36 events for a period of not less than 30 days.  It is requested that Mr. Hocking come before the Committee to explain his actions, at which time the length of suspension will be decided. Second by Jamie Williams. Vote 11-2 in favor. (motion passed) Director of Competition will inform both parties of the Committee’s decisions.

     

Rulebook:

Ø       Tabled from last month: Discussion for proposal of a new Youth Cross Country rule regarding riders who are participating in both the youth series and the sportsman series. Once a rider is advanced to the B sportsman level, they would no longer be eligible to earn points or receive trophies in the youth series. Rulebook Chairman will email rule revision to Stewards for review. (Tabled to next month)

Board Meeting

 

Meeting called to order at 10:20 p.m. by President Dave Pickett.

 

Roll Call: All members present. 

 

Banquet:  Duane Scott reported:

Ø       We are in the process of finalizing with the Richmond Auditorium. We will need to place the deposit on the facility. Motion by Duane Scott to allocate funds for the deposit on the banquet facility. Second by James Davis. Vote unanimous. (motion passed)

 

Newsletter: Jill Patterson reported:

Ø       Will have a full accounting for this issue next month.

 

Membership:

Ø       Proposal to order more membership application books. Proposal by Randy Patterson to order 200 membership application books. Vote unanimous. (motion passed)

Ø       Jill Patterson passed out a tracking report of membership information from the past year for board members to review.

Ø       Discussion on the retiring of #929H and how to monitor it. Will research options and report back next month.

 

Old Business:

Ø       Sharon Scott reported that the meeting minutes are still not fixed on the website. To fix the problem the webmaster would like to have the minutes in PDF format, but the Secretary does not have the ability to make PDF files. Randy Patterson will contact the webmaster to see what else can be done.

Ø       Tabled from last month: Determine rules for the Message boards filters and rules and regulations for sign up. To be re-addressed next month when we have more information from the webmaster. Some of the filters are in place. Randy Patterson will contact the webmaster to see when rest will be working. One of the requirements we asked for was that names and District numbers be on all posts, the numbers are there but the names are not.

 

New Business:

Ø       Bill Zakareckis suggested the need to do something special to honor Scott McClelland for his contributions with the Enduro clocks.

Ø       Bill Zakareckis suggested that a Thank you be sent from The President and Board of Directors to Jim Peacock for his contributions as Enduro Steward.

Ø       Jill Patterson reported on possible misuse of the District 36 mailing use. Concern with a promoter including a flier for a non District 36 event in the mailing with their District 36 event flier. Discussion by the Board maybe this is something that should be addressed when fliers are approved.

Ø       Jill Patterson reported on concern with recent event fliers listing event or track sponsors.

 

Good of the Body:

Ø       Ralph Lee reported on the Lodi Grape Festival Sports Show, they had 45 bikes on display. Disappointed there was no District 36 Banner or Club Banners.

Ø       Dave Pickett reported for the Red Bull KTM Last Man Standing event KTM has invited 4 District 36 representatives to be VIP guests.
